Why is Sailor Mercury sleeveless?

Just watched the second episode of Pretty Guardian Sailor Moon Crystal here ★. I am curious why Sailor Mercury is sleeveless in her Sailor Soldier uniform? It piques my interest.

    Crystal is based on the manga, So the manga version her uniform has no sleeves
